Ordinary mailed ballots require signature comparison; exceptions include on-site early-ballot tabulation and 2026 ID-verified drop-off. Mismatches may be cured through the fifth business day after elections with federal offices; missing signatures must be added by 7 p.m. Election Day.

The statewide measure would require government-issued proof of identity for every voting method and an Election Day on-site counting option. It would not itself abolish early voting, but leaves mail-ballot procedures and implementation costs unresolved.
