Yuma Ethics Proposal, Plain-English Guide (September 2026, historical copy)
Preserved three-page Yuma Transparency Club plain-English guide to an earlier ethics discussion draft. It describes organizer-appointed provisional commissioners, two-year terms, signed complaints and a conditional $5,000-or-three-times-benefit penalty. The original campaign URL now serves the revised six-page September 24 explanation. This guide is not filed Charter-amendment text. The preserved copy ends mid-sentence on page 3.
