The revision changes several proposal details, including provisional-member selection, commissioner terms, complaint procedures and civil penalties, and expressly states that the Commission could not rewrite Arizona conflict-of-interest law.

Carlos Adams is a Yuma business owner who ran as a write-in candidate for mayor in the July 21, 2026 City of Yuma primary. He has publicly promoted ethics-reform materials associated with the Yuma Transparency Club. The City of Yuma lists PC2026-03 Adams for Yuma Mayor as an active candidate committee.
