Before you apply at Vistara, get the rent and eligibility rules in writing

Vistara’s manager advertises income-restricted apartments and accepts Section 8 voucher applications. Its rent ranges conflict, so a current quote matters more than the headline price.

An affordable apartment is useful only if the numbers work for the person moving in. At Vistara, the first step is getting those numbers straight.

Kay-Kay Realty’s property page, checked Oct. 27, lists two- and three-bedroom apartments at 655 E. 17th St. It says the property operates under Section 42 of the Internal Revenue Code and accepts applications from households with Section 8 vouchers.

But its headline pricing and detailed leasing ranges do not match. The page does not explain the difference. That is a reason to ask for a dated quote, not to assume either advertised range is what a particular household would pay.

What the program tells you

HUD describes the Low-Income Housing Tax Credit program as tax-credit support for rental housing targeted to lower-income households. That general description does not tell an applicant Vistara’s current income limits, available apartments or final monthly bill.

Arizona’s Family reported that the 80-unit community opened in 2025 and hosted Gov. Katie Hobbs this month. A resident’s rent in a news story, however, is that resident’s rent. It is not a price list for the building.

The questions worth asking

  • What income limit applies to my household size and the unit I want?
  • What is the current rent, and can I have it in writing?
  • Which utilities are included, and what other charges should I expect?
  • What deposit and application fees apply?
  • Is a suitable unit available? If not, is there a waitlist?
  • If I have a Section 8 voucher, what does management need from me?

The manager lists (928) 275-7046 and office hours of Monday through Friday, 9 a.m. to 5 p.m. Those are the posted hours, so check before making a trip.

No current rent schedule, vacancy count or household eligibility determination has been confirmed with management. The manager’s inconsistent listing cannot settle those questions. Getting the full cost in writing is the practical place to start.
